The Russian Finance Ministry is in discussions with the Central Bank to enable a select group of investors, termed 'super-qualified investors', to participate in cryptocurrency trading under a regulated framework. This initiative, announced by Alexey Yakovlev, Director of the Financial Policy Department, will occur within the proposed Experimental Legal System (EPR). The specifics for identifying super-qualified investors are still in development. Yakovlev expressed optimism that this initiative could be implemented soon, contingent upon meeting three conditions: establishing the experimental trading system, identifying the qualifying investors, and implementing risk control measures. Once these prerequisites are in place, the Ministry plans to submit a formal proposal to the government.
The announcement could lead to a cautious optimism in the cryptocurrency market, particularly for Bitcoin, given its prominence.
