Ripple has resumed minting its RLUSD stablecoin, releasing 12 million new tokens into circulation after a planned pause since April 2025. This action took place just days before the U.S. Senate is slated to vote on the GENIUS Act on June 17, 2025, a bill aiming to establish clear regulatory frameworks for stablecoins and digital assets.

Following the minting, the total RLUSD supply now exceeds 400 million coins, reflecting Ripple's strategic balance of controlled growth and market stabilization. The minting announcement stimulated a notable 30% surge in RLUSD trading volume, which reached $179 million, indicating increased market interest and activity. Previously, Ripple burned 4 million RLUSD tokens in May 2025 to help manage supply and foster price stability.

The GENIUS Act could significantly reshape the U.S. regulatory landscape by providing legal clarity and pathways for banks and licensed entities to issue stablecoins under government oversight. Ripple’s timing in resuming minting suggests confidence in a favorable regulatory environment that may boost stablecoin innovation and wider institutional adoption.

Ripple has also been expanding RLUSD’s utility through partnerships with major platforms like Gemini, Revolut, and Bitget, enhancing accessibility and ecosystem integration. This maneuver aligns with CEO Brad Garlinghouse's expressed optimism about Ripple’s market role amid evolving regulations.

Market participants are closely monitoring the Senate vote as its outcome is expected to act as a pivotal catalyst for the stablecoin market, potentially attracting further institutional involvement and elevating the prominence of regulated stablecoins such as RLUSD.
