Philippines Adopts Polygon Blockchain for Public Record Transparency Amid Corruption Protests

The Philippine government has launched a blockchain-based initiative to enhance transparency in public spending, driven by mass protests in September 2025 over alleged corruption in infrastructure projects, particularly flood control. Demonstrations drew over 100,000 people in Manila, prompting swift action.

The system, called Integrity Chain and developed with BayaniChain Ventures, utilizes the Polygon Proof-of-Stake network to cryptographically hash documents such as public-works contracts, budget allocations, and municipal records. This ensures immutability, allowing citizens to verify that files remain unchanged after publication.

Independent validators, including civic groups and universities, attest to entries, with their validations also recorded on-chain. The Department of Budget and Management has already begun notarizing Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs). Additionally, Baguio city has rolled out GoodGovChain for local records, and a Senate bill (No. 1330) proposes a National Budget Blockchain System to track nearly $98 billion in annual spending.

Paul Soliman, CEO of BayaniChain, emphasized, "We are turning government records into digital public assets that are immutable, verifiable, and openly validated." Corruption in flood-control projects is estimated to exceed a trillion pesos (over $10 billion), underscoring the urgency of this adoption.
