OpenAI has signed a significant agreement with Amazon Web Services (AWS) to sell its artificial intelligence products and services to U.S. federal government agencies. The deal, first reported by The Information on March 17, 2026, covers both classified and unclassified government work, marking a major expansion of OpenAI's presence in the public sector.
Under the terms of the agreement, Amazon's sales team will market and distribute OpenAI's AI models and tools to potential government customers. OpenAI will receive a revenue share from sales conducted through AWS. This partnership leverages AWS's established position as a major cloud provider for numerous U.S. government agencies, including its secure AWS GovCloud region designed for sensitive data and regulated workloads compliant with standards like FedRAMP High and DoD SRG.
The AWS deal supports a separate, multi-million dollar contract OpenAI secured with the Pentagon in late February 2026. That contract was awarded after the Department of Defense ended its relationship with rival AI firm Anthropic. OpenAI CEO Sam Altman later amended the Pentagon contract to include new safety language, explicitly stating that "the AI system shall not be intentionally used for domestic surveillance of U.S. persons and nationals." Altman also stated the Defense Department confirmed OpenAI's tools would not be used by intelligence agencies such as the NSA.
This move creates direct competition with Anthropic, which is heavily backed by Amazon (with at least $4 billion in investment) and relies on AWS as its primary cloud platform. The competition is intensified by a public conflict between Anthropic and the Pentagon, where the DOD labeled Anthropic a supply chain risk after the company refused to modify its ethical principles regarding certain military applications. Anthropic has subsequently filed a lawsuit against the Pentagon.
The broader context includes a significant government AI procurement race. In July 2025, Anthropic signed a $200 million contract with the DoD to deploy its models on classified networks. OpenAI, Google, and xAI also received DoD contract awards worth up to $200 million each last year.
Analysts view the AWS partnership as a strategic advantage for OpenAI, providing immediate access to a vast network of public sector customers through established sales channels. It highlights the ongoing commercialization of frontier AI models and the critical role cloud infrastructure plays in their distribution, while also underscoring the complex ethical debates surrounding AI deployment in national security contexts.
