The Casper Association has published the Casper Manifest, a sweeping multi-year technical roadmap aimed at positioning Casper Network as the go‑to infrastructure layer for regulated real‑world asset (RWA) tokenization and the nascent machine‑to‑machine economy. The announcement was made today by Association President & CTO Michael Steuer at the Digital Finance Forum in Bermuda, in front of leaders from Web3, traditional finance, and institutional finance.
Building on the mid‑2025 launch of Casper 2.0 — which introduced deterministic finality and a multi‑VM execution layer — the Manifest details nine coordinated protocol initiatives. The overarching goal is to make blockchain invisible for users, trusted by institutions, and native for machines. Key pillars of the roadmap include:
- Full EVM compatibility alongside the existing WebAssembly execution engines, allowing developers to bring Solidity contracts, MetaMask, and all Ethereum tooling to Casper without modification.
- Frictionless user experience through gasless transactions, batch operations, and smart accounts that support biometric authentication.
- Compliance and privacy as one system — compliant security tokens with on‑chain identity verification, transfer restrictions, and jurisdictional controls built on the ERC‑3643 standard (which already governs $28 billion in tokenized assets), plus confidential transactions with fixed costs and built‑in audit tools.
- Native infrastructure for the machine economy via implementation of the X402 open payment standard, enabling AI agents to make micropayments in stablecoins and other fungible tokens over HTTP without human intermediaries.
- Tokens as first‑class citizens through a Native Token Registry that gives all user‑created tokens the same fixed, predictable costs as native transfers, spanning both WebAssembly and EVM environments.
- Quantum‑safe cryptography with hybrid accounts holding classical and quantum‑resistant keys, ensuring long‑term security for institutional deployments.
The rollout will be phased: X402 micropayments are expected within weeks; EVM compatibility, networking hardening, and compliant security tokens later in 2026; followed by the Native Token Registry, gasless transactions, and smart accounts; with transaction privacy and quantum safety arriving through 2027. Formal protocol enhancement proposals will accompany each initiative.
Steuer emphasized that Casper is building for a future where blockchain is intuitive for users, compliant for institutions, and autonomous for machines: “Executing the Casper Manifest means that developers can bring over their entire EVM stack. For users, blockchain should be invisible. One tap. Done. For institutions, Casper’s roadmap provides on‑chain compliance, transaction privacy and quantum safety.”
