The group has emphasized that each phone call to lawmakers could influence the outcome as the Senate weighs bipartisan support.
The legislative path has become more uncertain in recent weeks. Polymarket odds for the bill being signed into law this year fell below 20% early this week, down sharply from an 82% high recorded on February 19. The decline accelerated after the Senate adjourned for its August recess without holding a vote, although Senate Majority Leader Thune scheduled the measure for September 15. American Banker has pointed to September 30 as the last clear deadline before Congress pivots toward campaign season and partisanship.
Key obstacles remain centered on unresolved ethics provisions, which CoinDesk has described as one of the largest barriers to passage. A merged text combining the Senate Banking and Agriculture Committee versions has been released, but final agreement has not been reached. American Bankers Association CEO Rob Nichols said in July that "there's a lot of good in the Clarity Act", adding that crypto and banking sectors can coexist and that the group is working with senators on the bill.
If enacted, the legislation would create durable statutory rules for digital-asset markets, potentially replacing agency guidance with a formal framework. Supporters argue that clarity would reduce regulatory uncertainty and bring more crypto activity onshore. For now, the sub-20% prediction market reading reflects persistent skepticism that the Senate can resolve remaining disputes and pass the bill before the end of the year, keeping regulatory clarity a major open question for the crypto industry.
