Conflicting reports have emerged regarding the operational status of Scroll DAO, the decentralized governance body behind Ethereum Layer 2 scaling solution Scroll. While some sources claim normal operations continue, more credible evidence indicates governance activities have been paused following significant leadership departures.

Key developments include the resignation of Eugene Chen, a central figure in Scroll DAO's leadership, effective September 30, 2025. Chen cited disagreements with the direction toward "minimizing governance" and slowing progressive decentralization as reasons for his departure. Community representative Olimpio confirmed during a September 10 delegate call that governance would be "paused" rather than completely stopped.

Scroll co-founder Haichen Shen indicated governance is being "redesigned", though no specific timeline or roadmap was provided.
