Adrienne Harris, Superintendent of the New York Department of Financial Services (NYDFS), is resigning from her position in October 2025, as announced by New York Governor Kathy Hochul. Harris, nominated in 2021, served as the longest-serving superintendent in the department's history, overseeing the establishment of NYDFS as a leading crypto regulatory body, including the Virtual Currency Unit.
Under her tenure, NYDFS became the first American regulatory body to provide guidance on U.S. dollar-backed stablecoins and issued 11 pieces of regulatory guidance to bolster the BitLicense framework, which has been in effect since 2015. The department also took enforcement actions against major firms like Robinhood and Coinbase for compliance violations in 2022 and 2023, and investigated Binance's BUSD stablecoin issued by Paxos.
Harris will be succeeded by Kaitlin Aslow, the current Deputy Superintendent of Research & Innovation, effective October 18, 2025. Aslow brings experience from the Federal Reserve and Financial Health Network. Harris, who also served as New York's first representative on the U.S. Financial Stability Oversight Council, plans to take time before deciding her next professional move.
