BNY Mellon has unveiled a concrete roadmap to implement "always-on" settlement for U.S. Treasury bonds, targeting full 24/7 availability by 2027. The plan directly addresses a long-standing structural gap between the crypto market's non-stop operations and the Federal Reserve's Fedwire Securities Service, which processes Treasury transfers only between 8:30 a.m. and 3:15 p.m. Eastern Time, Monday through Friday. This weekend settlement bottleneck forces stablecoin issuers and collateral managers to hold excess liquidity buffers, risking mismatches during high-volatility periods.
The initiative is structured in three phases. Phase 1 (2026) has already seen a successful end-to-end test: a Treasury trade using Ripple’s RLUSD and OpenEden’s USDO stablecoins as settlement vehicles was executed outside Fedwire hours. Phase 2 (late 2026) will extend settlement coverage nearly around the clock by synchronizing the bank’s tokenized ledger with legacy systems across Asian, European, and U.S. trading windows. Phase 3 (2027) aims for full legal and accounting equivalence between tokenized and book-entry Treasuries, enabling real-time bond transfers at any moment.
For stablecoin issuers, the impact is transformative. The ability to buy or sell Treasury collateral instantly in response to redemption requests eliminates the liquidity gap that plagues weekend operations. This not only boosts capital efficiency but also reduces the risk of forced liquidations during market stress, as seen during the March 2023 weekend turmoil. Tokenized fund managers would similarly gain the capability to offer round-the-clock subscriptions and redemptions without holding idle cash.
Regulatory coordination remains a key challenge. While BNY Mellon’s permissioned ledger would operate under the same custody and compliance standards as the traditional system, the Federal Reserve has yet to formally endorse off-hours settlement on a private network. Any discrepancy between the Fedwire and tokenized ledgers could create legal disputes, especially during overnight transactions. To mitigate this, BNY Mellon plans to deploy block-based hash verification and automated audits, though the true test will come at scale.
This development fits within a broader evolution of cross-border payment infrastructure, where stablecoins are increasingly seen not as replacements for networks like SWIFT, but as complementary settlement rails. SWIFT remains the messaging backbone of international banking, relied upon in over 200 countries, while stablecoins offer the benefits of on-chain settlement, continuous availability, and fewer intermediaries. As businesses prioritize speed, transparency, and 24/7 operations, the two systems are expected to coexist—each handling different payment scenarios.
BNY Mellon’s always-on Treasury settlement marks a significant maturation signal for the crypto ecosystem. By rebuilding a critical piece of market infrastructure on a distributed ledger, the world’s largest custodian bank is delivering a practical solution to a problem that has long hindered tokenized assets and stablecoin efficiency. The roadmap’s success, however, hinges on interoperability with central bank money and the resolution of off-hours legal finality—issues that will shape the hybrid future of global payments.
