Crypto Advocates Push CLARITY Act as Coinbase-Backed Group Endorses 32 Lawmakers

Key takeaways:

  • Coinbase is converting advocacy into election leverage, making crypto a single-issue voting bloc.
  • Senate CLARITY vote on September 15 is the next major regulatory catalyst for crypto markets.
  • If CLARITY stalls again, regulatory uncertainty could cap institutional participation in digital assets.

The push for the CLARITY Act is intensifying on two fronts as the crypto industry tries to turn House-passed legislation into Senate law. The Blockchain Association said it is working to move the bill through the Senate in September, with a vote reportedly scheduled for September 15. The group emphasized protecting workable provisions and ensuring policymakers hear directly from key industry players.

At the same time, Stand With Crypto, an advocacy group funded by Coinbase, endorsed 32 sitting members of Congress for November's midterm elections. All 32 incumbents voted last year to pass the CLARITY Act through the House. The bill has since stalled in the Senate, despite clearing the Senate Banking Committee in May. The group is tying its slate to that single recorded vote, making the ballot a referendum on the bill and rewarding lawmakers who have already cast a yes.

“In 2024 we were very much proving that the crypto voter is real,” said executive director Lynaugh. “In 2026 we’re very much showing that we have the organizing capacity and that our advocates are a true voting bloc that can move the needle.”

Stand With Crypto, launched by Coinbase in 2023, claims it can mobilize 2.7 million advocates. It points to February survey data from 1,000 crypto owners showing 59% of owners and 77% of its voters do not consistently vote for one party. In March, the group opened a voter hub rating lawmakers on digital asset positions, with initial endorsements including Reps. Zach Nunn, Susie Lee, Mike Lawler, Don Davis, Greg Landsman, and Rob Bresnahan.

The industry's broader legislative push also includes the Blockchain Leadership Fund, a bipartisan PAC backed by Anchorage Digital and Chainlink, which rolled out its own 2026 endorsements in May. The CLARITY Act remains the sector's No. 1 legislative priority, with crypto firms arguing it would provide the legal assurance they have sought for years.
