Nevada has removed the most visible regulatory constraint on Tesla’s robotaxi ambitions. The Nevada Transportation Authority on Aug. 20 unanimously approved Tesla’s full Autonomous Vehicle Network Company application, clearing the company to operate up to 5,000 fully autonomous vehicles in Clark County during the first 12 months after its permit is issued.
The approval replaces the interim 10-car limit imposed on July 27. Tesla originally sought authority for up to 5,000 vehicles in its June 5 filing, Docket 26-05015, covering Clark County and naming Harry Reid International Airport and Henderson Executive Airport. The final order gives Tesla a ceiling five times larger than the 1,000-vehicle permits granted to Waymo and Uber’s Aviari Services.
However, the authorization is not an immediate deployment. Before paid service can begin, Tesla must provide vehicle inspection documentation, insurance, rate filings, customer app information and meet accessibility and reporting requirements. Airport service also requires separate approval from the Clark County Department of Aviation. During the Aug. 20 proceeding, Tesla Cybercab chief engineer Eric Early described 5,000 as a ceiling rather than a forecast, saying Tesla would be extremely happy to reach roughly 2,500 vehicles over the next year.
Investors have responded cautiously. TSLA jumped 5.14% on Friday, Aug. 21, to close at $362.86, but fell back to about $354 by Monday morning and dropped more than 3% to around $351 on Aug. 25. The stock is down about 22% year-to-date. Wall Street consensus remains a Hold with an average price target of $385.04. Morgan Stanley has pointed to scaling robotaxi operations and Optimus production as key to restoring confidence.
Tesla is preparing infrastructure for the next phase. Austin permit filings describe a dedicated robotaxi parking and charging facility at 405 E. St. Elmo Road, including 48 V4 charging posts in phase one and equipment capable of supporting 80 wireless chargers later. Tesla plans a Cybercab launch event in Austin on Sept. 3, with five attendees selected Aug. 25, and expects to deploy around 2,500 robotaxis during 2026. The company brought the service to Miami in July after expanding across the Austin metro area.
For Tesla, Nevada has now delivered the regulatory ceiling it requested. The remaining test is execution: building the fleet, charging and maintenance infrastructure, remote support and real-world autonomous performance.
