XRP Ledger is gaining measurable institutional attention across France, Japan and Swift-linked financial networks, but the debate around tokenized sovereign debt highlights a split between confirmed activity on Stellar and speculative U.S. policy scenarios for XRP.
France ranks as the leading institutional candidate. Societe Generale-FORGE's EURCV already operates on XRP Ledger, and Bpifrance plans to use EURCV for settlement, payments, treasury and liquidity operations, though it has not specified which blockchain deployment it will use. Banque de France, the AMF and the Treasury are studying tokenized financial markets with banks, exchanges, custodians and asset managers, covering deposits, stablecoins, securities and wholesale central-bank money. Banque de France and Euroclear are also preparing work on the NEU-CP market, with settlement connected to the Eurosystem's Pontes wholesale-CBDC infrastructure.
Japan ranks second. SBI Ripple Asia has provided more direct evidence, with proof-of-concept work that considered XRP Ledger for tokenized bank deposits, Japan-Korea payments and blockchain-based financial services. The next development being watched is direct bank participation in tokenized yen deposits, wholesale settlement or foreign-exchange activity.
Swift ranks third as interoperability needs grow across tokenized assets, bank money, stablecoins, securities and settlement networks. Its work with Societe Generale-FORGE included tokenized-bond settlement using EURCV, though the post does not claim XRPL handled that specific transaction. Additional institutional activity includes Ripple and Unloq testing programmable trade-finance settlement using XRPL and RLUSD, Franklin Templeton and DBS adding tokenized funds and collateral-related activity, and Dubai Land Department issuing tokenized real-estate title deeds on the ledger.
Stellar has a measurable lead in non-U.S. sovereign debt. Stellar reports $490 million in tokenized non-U.S. sovereign debt, surpassing Ethereum in that specific category according to RWA.xyz data dated August 20, 2026. The network lists Mexican CETES, Brazilian government bonds, euro-denominated Treasury bills and Korean government bonds among supported assets. Stellar's reported tokenized real-world asset value exceeded $3 billion by June 2026.
For XRP, the U.S. debt narrative remains policy speculation. Vice President JD Vance discussed economic growth and a sovereign wealth fund but did not announce an XRP-based debt strategy. Treasury Secretary Scott Bessent was reported to have a broader plan, but no confirmed government program currently establishes XRP for debt repayment. XRP trades near $1.40, with support around $1.32 and resistance near $1.46, but price movement does not establish government adoption or debt-related utility.
