Stellar has officially introduced Bell Protocol 30, a mandatory network upgrade designed to make smart accounts ready for businesses at scale. The upgrade will be activated on the testnet on November 3, followed by the mainnet validator vote and upgrade on November 23.
According to the Stellar development team, Bell focuses on three core specifications. CAP-84 introduces W-addresses with multiplexing for smart contracts, allowing banks and exchanges to manage millions of customer balances under a single contract instead of deploying separate wallets. CAP-88 moves the ledger system clock from seconds to milliseconds, laying the foundation for sub-second ledger closing. CAP-87 integrates the ML-DSA post-quantum signature standard into Stellar Core, protecting Soroban smart contracts without increasing transaction costs.
The upgrade also introduces a new address format and post-quantum encryption standards. Stable infrastructure and SDK releases are being rolled out between October 16 and 23, 2026. For retail XLM holders, the hard fork is non-disruptive: coins remain safe and no manual exchange or asset migration is required. However, validators, wallets, and exchanges that fail to update their SDKs by November 23 risk losing the ability to recognize new ledger blocks.
Stellar’s developers argue the upgrade reduces fintech custodial costs, increases transaction volume, and drives organic demand for XLM as network fees. The update also positions the network for real-world asset tokenization by adding quantum readiness and faster ledger capabilities, two features increasingly seen as baseline requirements for institutional adoption.
