Stellar enters a pivotal stretch with two concrete developments: an institutional repurchase demonstration using onchain sovereign debt and a newly scheduled governance vote for its Bell Protocol 30 upgrade.
On October 23, Ascend and M1X Global announced they had completed an institutional repurchase transaction on the Stellar blockchain using USDM1, a US-dollar sovereign bond issued natively onchain by the Republic of the Marshall Islands and secured by short-duration US Treasury instruments. The firms reported 72 consecutive hourly rolls between October 16 and October 19. The repo used an institutional credit facility and onchain smart contracts to handle pledging, funding, repayment and return of collateral. It was priced at SOFR plus 10 basis points—equivalent to a 3.98% annualised rate—with a 2% collateral haircut and a 98% maximum loan-to-value ratio. The cash settlement leg used USDC, and Chainlink data feeds supported price information. The exercise was a completed financing demonstration, not a forecast of a new lending market's size.
Separately, the Stellar Development Foundation outlined Bell, the proposed Protocol 30 upgrade, with a testnet vote set for November 3, 2026 and a mainnet vote for November 23. The package focuses on production infrastructure: muxed contract addresses to simplify customer-scale contract operations for exchanges, ramps and custodians; support for verifying post-quantum signatures inside smart contracts; and finer-grained ledger timing to remove a technical obstacle to faster closes. SDF cautioned that the post-quantum signature addition is a building block rather than instant network-wide quantum-proofing, and faster ledger intervals are not automatic legal settlement.
The practical market impact will depend on independent counterparties, larger sizes, varied collateral conditions and clear reporting of end-to-end costs, as well as the outcome of the November mainnet vote.
